Brainstorming with Content Assistant

At the beginning I would have content assistant pop-up on an empty blog with the option to ideate - it isn't coming up for me anymore

 

like generate blog ideas, create blog outline, etc

 

Is this local or general?

I've cloned an email and tried to use Content Assistant but its not showing. Does it only work on brand new emails??
