The easiest way to do this is to create tasks in bulk: https://knowledge.hubspot.com/tasks/create-tasks#create-tasks-on-index-pages-and-records
Under Menu > Contacts > Contacts, use the filter options to find the contacts you'd like to create call tasks for, then follow the steps from the link to bulk create tasks.
Once created, you can start tasks and complete (call) them consecutively: https://knowledge.hubspot.com/tasks/work-with-tasks#complete-tasks-consecutively-in-a-view
