how to create a hubspot list from sequence error contacts by the step where they dropped off?

This should be doable (maybe not) all we want to is to reenroll contacts who dropped off a squence due to reaching the send limit (Wouldn't HS be able to just put these people into a 'pause' status until the next available window and not kick them off permanently?)

In other words, we have a growing list (per sales rep) where contacts dropped off at different steps... so we want to put the contacts back into the sequence at the following step. 

Does this make sense? 

We tried to 'create a list' but it pulls everyone with that error (not just the 20, 50, 125, etc. that we selected by checking the box.

And we tried to create an active list using filters but couldn't figure out how to filter by sequence + error + step where they dropped off? 

You can see these values in the 'error report' under sequences + enrollment but how to create a list based on those values?

use sequence enrollment status and email events filters. adjust filters if needed.
