Not directly, unfortunately, no. You either have to go through the Engagements API or create a custom report. (Reports can be exported.)
For a report, navigate to Menu > Reports > Reports > Create report > Custom report builder, then select activities as primary data source and contacts as additional data source. You can then create a report with a table view, filtering by activity type (note), adding columns you want to have in the import file and then export the report.
Lastly, I haven't tested this myself but other users have mentioned import2 data migration.
There is also a thread on this topic in the HubSpot Ideas section of the community. I'd recommend upvoting this thread and leaving a comment with your use case.

HubSpot has silently introduced options that allow for exporting notes more easily:
Navigate to the contact index page (Menu > Contacts > Contacts) or any other object's index page
Click Edit columns
Find the Contacts -> Notes column
Confirm, then Export your view
In the export file, you should find a column containing notes, separated by semicolon if there are multiple ones. Individual notes seem to be capped at 500 characters.
