If you have a property for the start date and the end date you can accomplish this. You can use a deal-based workflow and enroll based on each of those dates with "0 days from now" as the criteria. Once the criteria is set, your action would be to set a property value, in this case, active or inactive. You will want to create 2 separate workflows, one using enrollment for active date and one using enrollment for inactive date.
