To address what you're looking for — syncing personal or business WhatsApp chats with HubSpot like emails — we initially explored an integration usingWhatsApp Web (non-API).
Here’s what we achieved in our early prototype:
Sales reps logged in via a QR code (just like WhatsApp Web)
Incoming/outgoing messages were captured in real time
Messages were synced to HubSpot via the CRM API

It worked well for internal testing and small-scale usage, but there were some major downsides:
Violates WhatsApp’s Terms of Service — risk of bans if used at scale
Depends on the rep’s phone staying online
Unstable sessions— frequently expired or disconnected
Not scalable — only one active WhatsApp Web session per account
What We’re Doing Now to overcome those limitations is we’ve built a fully compliant WhatsApp–HubSpot integration using the official WhatsApp Cloud API.
