It very much sounds like this is a bug then, unfortunately. I'd recommend reaching out to support so they can have a look in your portal but that's restricted to paid users of HubSpot only.
Other things that you could try:
Recreate the import file as a new file, maybe the file is corrupt in some way
Have another user try the import
Create another free account of HubSpot and check if it works there

The import file looks good – when you search for "Notes" in the dropdown, is there an additional section for the notes object when you scroll further down?

I can't quite reproduct what you're seeing but I can share what the correct steps for importing notes to company records are.
During the import process, select One file > Multiple objects > Companies + Notes > Upload your files and you should arrive at a screen like this:

Please note, that the Note body HubSpot property has a different icon than the one in your screenshot. It seems like you're trying to import your notes into a company property and not the note object.
