Tagging creates reduced totals

I have a list of 3405 contacts for a specific target .  I have a tag to identify them as part of that group and a 2nd tag to further categorize..  I created a include the first tag and exclude 645 with the 2nd tag, and my total drops to 111.  Any ideas?

I'm unsure what's happening here, I would recommend connecting with HubSpot Technical Support, as Support is included in your subscription and they will be able to provide real-time assistance for this matter, where you are able to share screenshots and specific examples about this.
