As far as a user limit goes, this depends on where you're currently based, see this thread: https://community.hubspot.com/t5/Account-Settings/Limit-of-5-Users-on-Free-Account/m-p/896182
In some countries, the limit was not noticeably but the seats model is changing that.

You can even swith between different languages (English, Spanish, French....)
Now, regarding to your questions:
- How do I give someone access to HubSpot? First you need to have the permissions to add new users to the portal. If you are Superadmin or have the permissions, then follow the article Karsten shared.
Now regarding on How many users can you have on HubSpot CRM? this depends if your account was created before this year or if its a new account with the seat model.
If its new seat model > 5 free users
If its old account > 2500 users.
You can always buy a 500 Users limit increase add on when you need more users.
