Does anybody know if we can enroll contacts onto a sequence and save it without the email being sent out? 

Or is there a way I can create a sequence, enroll the contacts and send it out on behalf of another user?

The first option is not possible, no. Could you elaborate as to why you would want this?

To the second point, yes, this is possible via workflows. If contacts are enrolled into a sequence via workflow, the sender can be chosen. This is a Sales or Service Hub Enterprise feature: https://knowledge.hubspot.com/sequences/enroll-and-unenroll-contacts-in-sequences-using-workflows
