This can be achieved with a simple workflow under Menu > Automation > Workflows.
Create a contact-based workflow and set it up like this:
This would be triggered by form submissions. If you want not only contacts who are being generated by form submissions but all contacts, instead enroll contacts when "Create date is known".
This would however also mean that upon an import of hundreds of contacts, hundreds of notifications are sent.
