In the enrollment criteria you would specify 1) the form submission AND 2) value A. By doing this, only contacts with value B will enroll in the workflow. You can then add the workflow action "Send marketing email" right after.

Send a workflow email to a Contact based on a custom property

@jupiter1 this is easier set up if you click "Change trigger type" at the top, then pick your property under "Contact properties" and the form under "Form submissions".

@karstenkoehler Just tried it this way, workflow is ON and email is connected but got this error when I filled out the form. Do I have to make them marketing email by default, how to do that?

@jupiter1 you can specify in the "Options" tab of the form that contacts should be billabe ("marketing contacts") or before the email send in your workflow, add the workflow action "Set marketing contact".

@jupiter1 in that case the workflow configuration would be all good but there seems to be a delivery issue - which, as stated in the error message, you'd have to reach out to HubSpot support for 🙂
