Publishing Quote "There was a problem saving your quote. Please review your quote and try again."

It will not let me publish a quote for a project. I have published 3 of the four that I need and the forth will not publish. I have tried to make copies and it still won't publish. 

I have switch browsers.. is there a limit on the # of published quotes in one deal?

I get this message

"There was a problem saving your quote. Please review your quote and try again."

After some digging and further errors it seems that the "Payment Scheduling" portion of the Quote making process can have some errors that will not display but will prevent you from publishing your quote.

Turning off payment scheduling solves the issue, but the sad part is that it only happens on some quotes.
