Permissions sets - users with same set have different permissions

I'm having issues with permission sets. I have assigned two users the same exact permission set, but one of the users (who even has a paid sales hub enterprise license) cannot edit even deals they own whereas the other user who does not have a paid license can edit deals on their team, as expected.
When I export users and compare permissions, they are vastly different.
The controlling permission in the user export that appears to be the issue is "Crm team owned deal editor" - the user who can edit has it and the user who cannot does not have this permission.
However, when I look at the UI permission settings, both users have ability to edit deals that their team owns. It seems like the permission sets have no bearing on the actually assigned permissions. What am I missing?
And is there documentation anywhere that lists the full true set of permissions that lines up with the naming in the user export file so we can understand all of the capabilities of each permission?

I checked with Hubspot and the issue was that I imported a list of users and assigned a permission set that required a paid seat. Since the users exceeded the number of paid seats I had available, it caused the error. Hubspot indicated that this issue has been resolved.

@Jonas_De_Mets thanks for the feedback; looking back at my original post, I have edited to reference "Crm team owned deal editor" - the user who can edit has this permission but the other user does not.
All deal properties are set to be edited and viewed by everyone. As far as you know, anyone who has the same permission set should also have the same permissions? It is not like permission sets will add permissions but not clear existing permissions already assigned to a user?

@Augustus correct. Permissions set should overwrite a user's individual permissions according to this documentation. Have you checked this with HubSpot support?
