Nonhubspot forms not importing

Hello,

I have had our developer embed the tracking code for non-hubspot forms on our website. Leads are not feeding through. I want to make sure I'm not missing something and eliminate all possible causes before assuming they have installed it wrong. Can anyone shed some insight?
