Need Scalable Method to Sequence Enroll Contacts by Deal Association

Posting to see if anyone could provide advice on a particular sales operation challenge. Note: we have Marketing Hub Enterprise but Sales Hub Pro, so enrolling to sequences by workflows are unavailable.
Our company hosts large business events across 45 U.S. markets and the events have Honorees. After the event, sales reps email the honorees on a product offering tailored to them. They currently do this via spreadsheets and mail merges and are looking to utilize HubSpot sequences instead.
Data for all event attendees gets passed to HubSpot as deals in a unique pipeline that is associated to contact record by email address and includes properties that specify the market, event name, and if they are an honoree rather than just an attendee. In the Deals section, I can filter down to a single event in a single market of only honorees.
My challenge is: how can I use that to enable the sales team to find the contacts of those filtered deals and enroll them into a sequence?
Using a contact list would be my first thought, however we have hundreds of events in each of our 45 markets every year. This just being one of many sales efforts makes lists unscalable given limit on number of lists. Also, I can't think of how copying the event deal data to the contact record solves this as a contact could be an attendee or honoree to multiple events and they are not looking for only the most recent.
I am leaning toward making a workflow that creates a lead object anytime that an event deal is created that matches the criteria. The sales reps can then work through them from the sales workspace.
We also have Operations Hub, if that could help in any way. Confirmation on if using the lead object would be best or hearing any other ideas would be really appreciated. Thank you for even taking the time to read this far into the challenge I'm facing!

@JoshuaW Very interesting use case / challenge. Not sure if this is solved for you, but thought I'd chime in.
We faced a similar issue of not being able to enroll people into Sequences due to our HubSpot subscription (Pro Everything). More so, you should be careful about enrolling too many people into a sequence through automation as this is where you'll get tripped up by inbox providers and corporate spam systems. Then again, it's probably not a good use of resources to have your sales team enrolling contacts one by one.
With that in mind and while it's a very small part of our system, we do have a tool where you can throttle enrollments into a sequence from a workflow similar to HubSpot's action, but it provides far granular throttling options. Yes, it's a HubSpot app integration (and associated investments) though.

Hi @JoshuaW! Thanks for your post and laying out your thought process. My mind went to Lists as well, but I understand how scalability can be a challenge. Your idea of a Lead object is interesting!
