Yes I used the same email address but I created separate field for the email address because I didn't want it to go to contacts I just need the company field. So i created a single line text for the email
Do I need to use the original email field for this to work?
If your form does not have the default Email field, it wouldn't create records which means that there isn't anything to enroll into this workflow either – so that's very likely the issue, yes.

Does your form have an Email field and are you resubmitting the form with the same email address? HubSpot automatically deduplicates by email address so if you're using the same email address, there shouldn't be multiple contact records.
If you're still experiencing this, could you share a screenshot of the duplicates that show the same email address?
