Our sales team often wants to know about emails in a campaign that were opened more than once but not clicked in. I can see opens in the email analytics, but I can't create a list or workflow based on emails opened by times the action was done. This is available for other actions; would be great if it were an option on emails, too.
Beyond the information that you can access Analyze tab in the email dashboard (Menu > Marketing > Email), email reporting in HubSpot is very limited. As far as I know, it's not possible to create custom reports showing specific metrics for selected emails.
Since lists are contact-based, you wouldn't be able to create a list of emails. You could however build a list of contacts who have interacted with one more more emails in a specific way. Unfortunately, you can't filter for contacts who have opened emails multiple times.
(On a side note: I wouldn't assign too much value to multiple opens. A second or third open might also be a background process of a mobile app or misattribution after the email as forwarded to someone else.)
There is a HubSpot Ideas section in the community where you could propose your change. The product team reviews these suggestions.
Best regards!
