List contact totals not matching Sequence Contacts who finished totals

I'm trying to create a list of the contacts who finished a specific sequence, it doesn't matter how, just that they finished.

I used the create list button and created the list. However, when I look at the list the total contacts do not match the total number of contacts that finished.

I've done this with 4 sequences and only 1 list has matched the sequence finished data.

What would cause a contact to not be pulled into the list?

Oh, I did just figure out how to create an active list for contacts that finished the sequence and it has the same total contacts as my other list. 125 out of the 139 contacts that the sequence data shows as finished.

Someone marked this as a solution however, this does not resolve the problem. I still don't know why the list doesn't match what is showing in the sequence.

There are no filters in the list. I created the list directly from the sequence.

So I selected finished and I can confirm that there are 139 contacts shown in this view of the sequence, but when I create the list, some of them don't get added to it.

However I have another sequence (with a smaller list) where all the contacts did get pulled over.
