Is this a viable solution for having different lists for different stakeholders?

I'm planning on creating different Hubspot lists to have activity record for say sales leads, marketing mailing contacts, investor communication, vendor communication.
Is this the best way to do it? What are the alternatives?
This depends a bit on what you're referring to exactly with activity record. If you want an overview of contacts matching certain criteria, then yes, lists are a good choice.
Alternatively, you can also create filtered views on the contact index page for easy access.
If you're interested in how these contacts are engaging with you, then reports are a great tool. In the free CRM, you're limited to the (already very powerful) report library. With a Professional or Enterprise subscription, you can create custom reports – depending on the questions you'd like to answer.
