There aren't any "expiration" features for lists. If you want to disable or delete lists after a period of time, that would have to be done manually.
Regarding limited access to lists, there is a feature is called partitioning. For lists, this functionality is currently in beta. With list partitioning enabled, only the right teams and users can view and edit them. For access, you can reach out to your HubSpot account manager / customer success manager. They can enroll you in the beta.
