If HubSpot works in incognito mode, that shows that apparently there is an extension / add-in in conflict with HubSpot. (You mentioned that you already cleared all browser history, cookies and cache so that's apparently not it.)
You would now have to switch off all extensions, check if HubSpot works and then switch on extensions again one by one to find the one that's causing the conflict. Once you do, you might be able to allowlist HubSpot (especially if it's a privacy related extension).

Are you also experiencing this in a private tab / with all extensions disabled? This would be the first thing I'd check; whether this is caused by a conflict with another app.
