Not sure what you mean by 'track' these changes. You can view the history of HubSpot Owners in a contact record by clicking on the little pen symbol next to the HubSpot Owner field. That will show you the ownership history.
If you need to identify a specifc HubSpot Owner (or owners) for contacts that now belong to someone else you'll want to use a smart list. (see image)
Note: Using the 'AND' boolean in your smart list criteria will allow you to select both the current AND previous HubSpot Owner.
That way, you can use this smart list as a trigger for a workflow.

I couldn't make the suggested solution work for me (user error, I'm sure.) I did, however, use a filter in a custom report on "Deal Owner" and selected "has ever been," which allows me to select from a dropdown a list of reps. We needed this to find deals owned by a specific rep, moved to another rep, and then closed won. Hope it helps
