So just to check my understanding, if historical deals have as a deal owner a user that has been deactivated but not removed from a "Team" or from the account, then they are still able to be used in reports, etc. But if the decision to remove them from a Team or the account, then ALL deals need to be re-assigned to an active user in order to avoid the dreaded "unassigned" owner status?

Thanks, and we do for active deals. But it's for the Closed Deals that for some, they wanted a cleaner way to report out numbers and NOT have the artificially shown as historical for a user that didn't close the deal. We will survive!
As you mentioned above, the user will indeed be unassigned from any records when you remove them from the account, but the deal record itself will not be "unassigned". Instead, you'll see Deactivated User (removed user's email address)in the ownership property for those record.
To locate the deal records that were owned by the deactivated or removed user, you can check the box for "show inactive owners" when filtering.

Interesting question, I think it is a bit of a grey area.
It depends what reports you are running. For example Sales Analytics reports about sales rep productivity rely on the user id. When a user gets deactivated it still shows up in some view filters but their user ID isn't being used. So you end up with "unkown user" in some reports - especially those that use the "created by" setup.
From past experience, I would pretty much always recommend to re-assign records when I deactivate and delete a user.
