Find city by number

I would like to put in a mobile number and get what State/Region it has in company information. Is this not possible?

Not from the HubSpot search, no (see searchable fields here), but you can leverage filtered views: https://knowledge.hubspot.com/crm-setup/create-customize-and-manage-your-saved-views

Navigate to Menu > Contacts > Companies, click Advanced filters in the center of the screen, find the phone number field and paste the number:

Once you hit save, HubSpot will perform the search. If you want to be able to see the State/Region directly, you can add it as a column by click Edit columns:
