Hello, you can do this through contacts > lists > contact list > marketing email > choose specific email > contact received email but did not open it. Example below.
If you want to pull a list based on contacts who have never opened an email, you can pull that by contacts > lists > contact property > first marketing email open date is unknown. There are actually a lot of options for this. See below.

You can do either. You can bulk enroll the list in sequences if you want several consecutive emails to be triggered and no personalization. However, if the list is small enough and the intent is to be personal, I personally would first create a base template in the (sales) template to work from - including personalized tokens, CTA, etc. Then from the list, right-click to open the record, click send email on the top left, and choose the base template you made. From there, you can have the same basic information but edit it before sending to add that special, personal touch - while saving lots of time.
Say a week later you want to see who opened neither the first email nor the one-off, or maybe just the second, personalized email. You can pull a list with the parameters above and OR filters. If they opened the second and not the first, maybe they are more likely to respond with personalized emails. If they opened neither...maybe try automating a task to reach out via phone or text to see if you can grab their attention through another line of communication.
