The file upload property type only works as a front-end form field and when used as such a browse button is present letting the visitor select the file to upload from their system.
If you want to add a file to a contact on the back-end, I recommend using the Attachements functionality.
Today, you can create a custom file property in the CRM. In forms, visitors can upload files as part of their submission.
Now, you will be able to upload and manage files using a custom file property in the CRM, enabling you to more seamlessly manage files across the CRM platform.
Why does it matter?
These enhancements to custom file properties will improve file management in HubSpot. Some examples of how they can be used:
Requiring that a purchase agreement is attached to every new deal created using the Create Deal form
For previously existing file properties, HubSpot will attempt to resolve existing values on file properties and show them as preview links in the file manager. Unresolved values will be highlighted in red, noting that the value doesn’t appear to reference a file.
Limitations to keep in mind:
A maximum of 10 files can be uploaded per property

This is an extremely large oversight and missing feature from Hubspot. Creating a file type field should present the option to upload a file, regardless of where the field is displayed.
The attachments section gets easily cluttered by email attachments (think signature images), and it makes it extremely difficult to know if a necessary file has been uploaded (for example, a signed contract document or a PSM/CSM success plan).
I'm not 100% sure there is a problem to be fixed. The file upload contact property type is intended for contacts to include files in their front-end form submissions.
If you want to attach a file to a contact, you should use the attachments feature.
Just to be clear you're looking to transfer existing deals into HubSpot? I believe you are trying to use the Content Manager (Files) which will house your pictures, pdf's ect.
If the correct is above you're looking for the Import function. You'll want to go to contacts and click the orange Import button and start an import and it'll start the import wizard. If you are importing strictly deals and no contact information than it would just be a single data set (a choice you must make) if there is company or contact data as well then it's across data sets.
For best results I'd start with a preformatted HubSpot Excel sheet. Any column with a header will be assumed to have data, make the fields match when possible.
Ah got it. So you're creating a custom property "Patient ID". My guess would be when you created that property you missed the last dropdown option which chooses the property type. The default is a Single Line Text field so that may explain your issue. I'd go into properties and edit your custom one and double check the field type is correct.
Actualy I selected the correct Property - "File Upload", but once created from the input screen - it does not work. instead of the "File Upload" Property I created and have - it shows as a single line property.
and under the "Deal Information" Area - The "File Upload" is not available.
