Email id as the primary key for merging contacts

Can an email ID be the primary key for merging contacts? 
Looks like only the first name is taken and the system says whether a contact is a duplicate or not.

No two contacts with the same address can exist.

Got it.
But the system sees the first name, last name and thinks it is a duplicate.
I saw this while merging contacts. Do you have any solution for this?

The tool will suggest based on rules that can, as far as I know, currently not be customized at that level.

However, you can simply reject these duplicates.
