Email clicks not being tracked

I have a client who is sending emails via outlook and is using the Hubspot Extension to track his emails. The Opens are being tracked. But the link clicks are not. I've look at https://knowledge.hubspot.com/email-tracking/how-can-i-track-links-sent-in-my-emails and don't see anything different in what we are doing so i'm not sure why the clicks don't show in the contact record.

What type of links does the email contain? It really depends on the type of link. If it goes to a URL, Hubspot should have created a tracking link for that which means the click should have recorded. But for links like mailto or tel links, these are links that talk to other apps rather than to a browser which means that they cannot be tracked.

We are adding regular website links to text. For example "click here" where "here" would be linked to our website.
