Elementor forms only send data to Hubspot via the non-hubspot forms feature. This is a very unreliable feature and many things could be blocking it. If you share a link to the page in question we can try to take a look for you.
At a high level the non-hubspot forms feature is like a basic security system. It is a camera watching a pinpad on a door. It can see who enters takes a picture when they press submit, but it doesn't actually see if they gain entry and passed the form validation you setup, nor can it see any hidden fields you may have.
