I haven't fully tested these so you may still need to confirm that they work the way you want:
With the new deal based workflows you can set an enrolment criteria that's based on deal stage not being updated in X days. See the following screenshot.
If that works the way I expect it to, it should trigger everytime a deal is stuck at a stage for than that number of days. In the workflow you can then send an internal email to the deal or contact owner.
As for the report, you could create a table report that lists deals by deal name and filter the report with 'Time in stage X is greater than' rules. Here's how that looks:

I'm in the same boat too. I'm trying to setup email notifications when a deal is in a stage for longer than a certain period of time so our sales reps can take action.
Now it's 2023 haha, seems silly to take away such a basic feature.
What you have to do, its to make list with those deals. For example, make a list of deals that are stuck for a period of time. then, automatize workflows and send emails to every contact connected to those deals.
