There are two reasons why this might be happening in your portal.
One potential reason is that the HubSpot internal lookup of the value is slightly delayed. In that case, you're typing in a few letters and HubSpot is simply not fast enough to look up all values. This is especially the case in more complex portals with large numbers of active lists, calculation and score properties, and workflows.
Another potential reason is that changes were made to a property you would like to filter for but the tab with the list creator has not been refreshed since. In open tabs, HubSpot does not dynamically look up changes that were made and a refresh is sometimes needed.
Lastly, sometimes one simply has to wait for a moment and try again.
