Creating a contact following privacy laws and regulations

I am trying to add a contact to the system but the following message pops up not letting me do it:
You may not create a new contact with this email address as it was previously deleted to follow privacy laws and regulations. To restore this, the contact must complete any form submission with the same email address.
Does it happen per client's request or it is something automatic?
This might have been accidental or intentional. In any case, this delete was performed by a user in your portal and it cannot be undone from the CRM interface. The contact would have to submit a form again.
