I have a list in CSV form as part of a segment of my database, the contacts are already in HubSpot, is it possible to use this CSV to create a static list?
Yes, it is! If you don't want to update any contacts in HubSpot, simply unselect all columns except the email column during the property mapping step. In other words, you're only importing the email address. During the last step of the import process, you can name the import and choose to create a list. This list will be static.

I have a CSV with a subset of emails that I want to send email(s) to.
I do not want to create duplicate contact records (see #1).
If I import this list following the guidance you provided above, will emails sent to this new static list be associated with the contact records in HS in the Activity feed?
