Create a quote without modifying the Deal's Line Items

Is there a way to create a new quote without automatically changing the Line Items in the Deal? 

Maybe the quote is just a provisional quote for a customer or something, and we don't actually want to update the "official" Line Items on the deal. 

I don't want the Line Items to necessarily be automatically updated when I create a new Deal.
