Yes, one easy way would be as follows: Your workflow enrolls the contacts that you want the notifications sent for. The workflow then has an 8 hour delay before the notification is sent.
You can automatically remove contacts from this workflow using goals. Under goals, you can specify the activity (e.g. the booking). When a goal is met, contacts are removed from the workflow.
So in this workflow, inactivity and sending the notification is the default. When the activity happens, contacts are pulled from the workflow.

Create a notification if no activity in another workflow / no bookings

Hi! This is almost what I need, but I am just looking for a notification for if there are 0 sales in 8 hours in general (not if a contact has gone 8 hours without purchasing).
As far as I know, this kind of notification cannot be created. It would have to be created with a workflow and workflows look at contacts one by one, not as an entire database.
You would have to work around this by either creating a filtered list view or reports to easily check this - manually, without a notification.
