HubSpot recently made changes to this, but didn't go all the way. Under Settings > Objects > Contacts > Index Customization > Default view customization, you can specify which view(s) should be shown per default – but which columns are included in All contacts is still up to each individual user.
The best workaround, at the moment would be the following: create a custom view with your defined columns and sorting. It doesn't have to have any filters, so that it still displays all contacts. Once a saved filter, simply add it in the default view customization (see above) and move it to the very left, so that it's the first tab. It should then become the default for everyone.
Yes, it's a bit annoying that at the moment admins are forced to create a duplicate view – but it would allow you to have the exact columns displayed you'd like and to also keep control over it. The "All contacts" view cannot be saved.
