Generally contacts are rotated evenly between multiple users. If you're company has multiple business lines with different sales processes and sales roles (e.g. direct sales versus partner sales, B2C versus B2B side), you'd rotate contacts only among the sales representatives of that part of the business.
If you don't have a Professional or Enterprise subscription, you can also use filtered views to show you all contacts with a certain Lifecycle stage and "Contact owner is unknown". You could save and pin this filtered view for easy access. You'd then have to manually bulk assign the owner to these contacts – this could be your first activity in the morning every day.
