Best way to filter contacts to avoid those associated with active deals?

Hello,
I'm working with a very large contact list and our company has a lot of active deals in progress. My goal is to import contacts from this list to a new sequence which I have created. For this sequence, I want to avoid importing those who meet the following conditions:
Contacts whose company is associated with an open or closed deal. For example, I don't want to accidently reach out to Jane in Facilities if we're already in talks with Liz the CHRO.
I want to filter out those in active sequences.
I want to filter out those who have been contacted in the last 90 days.
I feel I have a good grip on how to handle #2 and #3 but without manually inputting each associated company as an "is not" filter, I'm unaware of how filter out these folks.
Or, if you want to create an exclusion list, like this:
Since you want to exclude contacts with either an open or a closed deal, that would effectively mean all deals – you could specify by deal stage but don't have to. (The way HubSpot phrases the criterion is a bit weird, "At least one associated Company has". A contact can currently only have one associated company.)
Last contacted stores the last date and time a chat conversation, call, sales email, or meeting was logged for the contact.
