When you create a meeting link, you can choose for the form to be auto-submitted when all fields are pre-populated with known values. So if you activate that option, contacts will not even see the form if their values are known.
This is, as far as I know, not possible for meeting links. You can however request this in the HubSpot Ideas section of the community. If it receives enough upvotes, the product team might review it: https://community.hubspot.com/t5/HubSpot-Ideas/idb-p/HubSpot_Ideas
For regular website forms, I don't see how it would work if a form auto submitted. A website visitor wouldn't get to review a landing page but the 'auto submission' would take them directly to a thank you page or directly download a piece of content? That seems like a bad user experience to me. There are progressive fields which you can use to shorten forms for known contacts. If I understood you incorrectly, let me know.
