What are your list criteria? And why do you want to manually add contacts?
The purpose of an active list is to be automatically populated when a contact meets a certain criteria. I would suggest reviewing your criteria so the contacts you want to add get added automatically.

You simply adjust or expand the filter criteria for your active list with OR operators. So it could say something like
Form submission = Form A OR
Form submission = Form B OR
Country = Germany
You create 1 active and 1 static list. The active list contains you filter criteria and the additional criteria of "List membership" of the static list. You then manually add contacts to the static list, and these will show up in your active list, which would look something like this:
Form Submission = Form A OR
List membership = is member of static list
The more important question is what do you ultimately want to use that list for?
In my nearly 10 years of working with HubSpot the majority of list people use are active and the criteria are well enough defined so contacts get added manually rather than manual.

I understand that active list would have contacts set up from a form in a website to be automatically added. But say I want to add additional contacts coming from different sources after reviewing it internally or add a few contacts only to that list manually import them to that perticular list.
Is there a workaround you know to try that?
Because I can only add contacts or a list to an existing static list.

I understand how active lists work. However, there are many cases where we need to add contacts manually or via an Excel import, especially when working with other tools that don’t have native HubSpot integration. Using API-based automation isn’t ideal, as adding contacts to an active list is not a frequent task.
For example, we often run out-of-home campaigns where people sign up for a competition. After reviewing the submissions, we need to add only those who have opted in to receive communications to a specific active list. Similarly, with event management tools without HubSpot integration, we need to manually add ticket holders who have said yes to comms.
This is why being able to add contacts directly to an active list, even occasionally, would be very useful.
