Yes, if you create an active list you can use "imports" as a filter, this shows you a record of past imports. Simply select the ones you want and HubSpot will pull them into a list.

If your main list is static, you could bulk select your newly imported contacts and add the to the list as explained in the article.
Alternatively, you can create a custom property and an active list that filters for it. If you include a column in your import file for that property, the active list would automatically pick those contacts up.
If you're okay with maintenance after the import, you can also simply set a list filter for imports (Add filters > Imports) like @franksteiner79 has pointed out.
(It's not possible to specify an existing static list to add contacts to during import.)
