Hi. 
I have a client request to add a custom link in navigation bar(HubSpot CRM). 
I wanna ask, is this possible? If yes then HOW? otherwise how can i add a custom link anywhare on "Deals" page.

This is not possible to add a custom link to the navigation bar of HS portal, it is the same for the Deals page.
But if want to show any specific things, then you can add a new view for it. You can follow this HS article to learn How to add a new view.
