how to conect webhook app to crm main

I have a webhook configured as a new application but I am not receiving calls, it is as if it does not connect to the parent or general application, what could be happening? Is it necessary to do some kind of installation?

I have problems installing the application I get the following error:

The connection could not be completed
This account doesn't have access to some HubSpot features that this app requires. Contact the app developer
