css3-animate-it issue

I'm trying to get the bounceInDown effect to work on my temp home page

I'm using css3-animate-it and have the css loading in the header module (that seems to be working fine) and the js loading just before the body tag in my homepage.html coded template. 

The css animation loads but none of the javascript functionality is working and I can't figure out why that would be. Jquery is loading in the head of the site and that is the only other dependency as far as I know.
