What website elements are needed for new purchased templates?

I am going through a website redesign, what elements need to be finalized before purchasing new templates? I was told the navigation, footer, and blog. If this is correct, what blog elements need to be finalized?

You can download templates whenever you want. When they are activated, you will see what customizations you need to make.
