Webpage Custom Modules- Picture pops out

Hi everyone, 

I am currently worling on drafting togtether a new landing page: https://www.privacyengine.io/data-protection-academy-0?hs_preview=tbVXwzri-43579617954

As you can see the 6 sections (Free Webinars, Webinar Archive etc) are very bland looking. 

I would like to be able to make each of the modules appear with a picture in the background and when hovering over the picture zooms in slightly and a CTA to "learn more" appears. 

The image that I'd like to use for the Free Webinars is this one: 

Can someone please help me in showing how i can do this?
