For Websites & Landing pages there is a socalled staging environment. You can phase the existing page to the staging environment, do every change you'd like, publish it inside the staging environment - share staging link to everybody who needs to approve the change and then "push" the change to the live page. If the user who has to approve the change has access to websites&landing pages you can simply change everything in the "live environment" and save(top left corner) the changes and tell him to take a look at the changes - if he approves them he can publish them.
Unfortunately there is no staging for blog-posts (for now).
If you're talking about major design changes - I recommend you to create a free, sliced down HubSpot developer account which can be found here
After you're done developing you can move the new things to the live environment and apply them.
I'm not 100% sure if there is something like a "double approval" on other functions in HubSpot. But you can always set/restrict the user rights for every user of your portal in the portal settings(cog wheel in the top right corner).
