Rollover/Hover effect on image CTA buttons?

Does anyone know if it's possible to add a rollover/hover effect to image CTA buttons?

Ideally would want text to appear over my image CTA once a user is hovering over - but even a simple fade out would be great! I just can't see how to implement this as there are no advanced options like there are with the custom text buttons.
