Responsive Website for both mobile and desktop browser

Is it possible to have the website detect whether the user is accessing the page via mobile or browser and display the respective page?

Yes. Most HubSpot default web page, landing page, blog, and email templates, the HubSpot Drag-n-Drop Editor, AND templates in the HubSpot Marketplace behave as you've described -- aka: responsive.
